(M.Phil. Cambridge, Ph.D., Stockholm School of Economics) is Full Professor of Economics at the University of Rome "Tor Vergata" and of SITE - Stockholm School of Economics, and Research Fellow and at CEPR in London and ENCORE. His research interests focus on industrial organization, antitrust, regulation, and procurement design and management. He founded and directed for four years the research department of the Italian Procurement Agency CONSIP SpA and he is co-editor of the Handbook of Procurement. He has been a consultant for numerous foreign institutions (including The European Parliament, The European Commission, The OFT and The World Bank) and for many companies on issues of procurement design and management.
