Full Professor of Administrative Law in the Law Department at the University of Rome "Tor Vergata" since 2005, and at the University of Teramo since 2001. Alumnus of the London School of Economics and Political Science, his expertise and research focuses on public contracts for works and services and related dispute resolutions. He also works on antitrust and privatization of public enterprises. He was a member of the Expert Group on Re-Inventing Public Enterprise and its Management at the United Nations (New York, 2005), and was involved in the privatization of the airline Alitalia (first as a member and then as Chairman of the Board of Directors, 2007-2008) and Tirrenia Navigazione. He has been a lawyer since 1993 and is registered on the list of the arbitrators at the Arbitration Court of Public Contracts.
